各位领导，各位来宾，女士们先生们，早上好！

Today we are publishing Huaxin’s first CSR report. This signals both that Huaxin recognizes the importance of CSR and that we understand the need to be transparent about our work in this area of public interest.
今天我们在这里发布华新的第一份CSR报告。这份报告说明：华新不仅认识到CSR工作重要性，也认识到公共事业信息透明的必要性。

We were all saddened by the suffering of the people of Sichuan after the Wenchuan earthquake. As both individuals and as a company we want to help the people effected by the earthquake. We regard this as both a responsibility and an honour – as an integral part of belonging to the same society. We were also inspired by the generosity of the Chinese people and Chinese companies from all over the country who have donated generously to disaster relief.
四川大地震发生后，我们为灾区人民所遭受的巨大灾难感到万分悲痛。无论作为个人还是一个公司，我们都想尽力帮助那些在地震中受到伤害的人们。这是我们作为同一个社会一份子的责任和敬意的表达。我们被全中国人民以及中国企业表现出的慷慨互助的精神深深感动。

Serving society by direct donations to those in need is an important part of our CSR work. However it is only one part.
通过捐款以服务社会当然是企业社会责任重要内容，但是它仅仅是一部分。

Today, we would like to talk about 3 aspects of our CSR work which we consider very important. These are sustainable development, serving society and protecting our employee’s rights. I will talk about the first 2 of these and Mr Zhou will talk about the last. 今天我们将谈到关于CSR的三个我们认为非常重要的方面：可持续发展，服务社会和保护员工权益。我将介绍前两个方面，周总将介绍第三点。

CSR is not a new concept. In 2007 Huaxin turned 100 years old. From the beginning of our company, Huaxin’s purpose was to contribute to the development of China’s infrastructure, industry and national strength.
CSR不是一个新概念。2007年是华新的百年华诞。从最早开始，华新建厂的目的便是为中国基础设施和工业建设做贡献，以增强国家实力。

During the course of our history we have shouldered heavy social responsibilities as well as business challenges. “Sincerity, devotion, achievement, innovation” are values built into the marrow of our bones.
一百年来，华新一直肩负着重要社会责任，克服重重挑战。“诚信，奉献，业绩，创新”是我们的公司的精髓和价值观。

Our motto is “A beautiful world begins from us" and this conveys our commitment to create wealth and value for all stakeholders including the communities in which we operate. “美好的世界从我们开始”是我们的愿景，它表达了我们为所有利益相关方（包括社区）创造财富和价值的社会责任。

Huaxin’s sustainable development has been guided by the National Building Materials Industry Development Plan, relevant industrial policies and the 11th five year plan. These policies emphasize a sustainable development path with: 
华新的可持续发展是以国家建材产业发展计划、“十一五”计划及相关产业政策法规为指导进行的。这些政策强调可持续发展的道路应该是
· lower energy consumption 更低能源消耗
· strong environmental protection 加强的环境保护
· application of advanced technology and 应用先进技术
· reprocessing industrial and municipal waste 回收再利用工业和城市废弃物
to realize harmonious development of industry, nature, and society.
 以此实现工业，自然和社会的和谐发展。

For the first point, the cement industry is a heavy user of energy, so the work of reducing energy consumption is very important. 第一点，水泥产业是能源使用大户，所以节能显得格外重要。

Energy consumption in cement can be reduced in a number of ways including:
减少水泥能源消耗的方法有多种：
· product development to reduce the clinker factor 加强产品开发减少熟料使用量
· development of processes with improved energy efficiency 改进流程提高能源利用率
· use of waste materials as fuels 将废料作为燃料使用
· recovery of waste heat 预热回收

Huaxin is committed to the technical innovation needed to achieve sustainable results. For example, last year we carried out optimization work that substantially improved the efficiency of cement mills in Yichang plant and reduced electrical consumption for this process by about 25%.  华新一直致力于技术创新来达到持续发展的目的。例如：去年宜昌公司的对水泥磨进行技术优化，提高其工作效率。优化后，节约电耗约25%。

Our most important energy conservation project at present is waste heat power generation.  Huaxin will invest RMB 736 million in the next 5 years to generate power from 17 clinker lines at 9 plants, reducing overall electrical energy consumption by 28%.  当前我们最重要的节能项目是预热发电项目。华新将在未来五年投资7.36亿元为9个工厂的17条熟料线建设余热发电项目，将节省电能28%。

For the second point of strong environmental protection, we have these priorities:
对于第二点：加强环境保护，我们有以下重点
· reduce emissions 减少排放
· reduce the impact of mining operations 减少矿山开采对环境的影响

Huaxin strongly supports the implementation of stricter national environmental standards for the cement industry. As part of our efforts to reduce emissions we installed new bag filter type dust collectors at Huangshi plant and installed online metering of smoke and dust emissions. This has cut the level of emissions to 20% of the level allowed by the national standards and has cut down dust discharge by 1,200 tons every year.  华新热烈支持对水泥行业实行更严格的环境国家标准。在黄石公司，我们安装了新的脉冲袋式除尘器和在线烟尘在线监控装置。这项改造使黄石公司的排放水平降低到国家标准的20%以下，每年可减少排放1200吨。

Emissions are generated both by the cement production process and during usage. Huaxin actively supports the national drive towards use of bulk cement. In 2007, the company shipped nearly 10 million tons of bulk cement, accounting for 46% of total sales, far higher than Hubei average of 32%. We estimate this reduced dust emissions from construction sites by 430,000 tons per year, and reduced packaging paper usage by 58,000 tons. 
排放不仅在水泥生产中产生还在使用中产生。华新积极支持国家对散装水泥的鼓励政策。2007年，公司发运了近1000万吨散装水泥，占销售总额的46%，远远高于湖北省32%的平均水平。我们估计这项措施每年可减少建筑工地粉尘排放43万吨，减少包装袋用纸5万8千吨。

To reduce the impact of mining operations, Huaxin uses advanced mine planning techniques to maximize yield and utilize low grade limestone.  At present, Huaxin’s limestone utilization ratio is more than 90% by comparison with the national average of 60%.  为减少采矿生产对环境的影响，华新使用先进的采矿计划技术，对低品位石灰石实施搭配使用，提高了石灰石矿产资源利用率。目前，华新石灰石综合利用率达到90%以上，远高于全国平均60%的水平

Huaxin cooperates with our partner, Holcim, and domestic universities to study the most appropriate re-vegetation and reclamation schemes to return old mines to a natural appearance.
与此同时，公司与瑞士Holcim公司、国内的大专院校合作，研究最妥当的植被恢复方案，使老旧矿山恢复其自然面貌。

For the third point, the adoption of advanced technology has helped improve production efficiencies and promoted company development. New dry process production lines are now used in all plants. By comparison with older technology, these production lines use less energy and produce fewer emissions.
第三点，先进技术的使用帮助我们提高生产效率、促进公司发展。华新所有的工厂均使用干法生产线，与老的技术相比，干法线使用更少的能源，产生更少的排放。

We have developed our own independent intellectual property rights for a range of processes and production equipment. 此外，华新拥有多条具有自主知识产权的新型干法生产线，并享有水泥产品、窑、磨等多个装备的技术专利。
 

For the fourth point of reprocessing industrial and municipal waste , Huaxin is a pioneer' in this area. Through cooperation with waste producing industries such as thermal power plants, steel plants, chemical fertilizer plants, we have been able to consume a large amount of industrial waste in the production of cement. In 2007 Huaxin consumed, 4.4 million tons of waste material.
第四点，工业和城市废渣再利用。华新在此领域是先锋者。通过与大型火电厂、钢铁厂、化肥厂等产出工业废渣的企业合作，我们消耗大量工业废渣应用于水泥制造，消除其排放的废弃物对环境的影响。2007年华新消纳了440万吨废弃物。

Our partner, Holcim, is a world leader in the safe and environmentally responsible use of waste materials as both raw material and fuel in cement production. Holcim provides technical and commercial assistance to Huaxin in this area.
我们的合作伙伴豪瑞公司在安全和环保的使用废料作为原燃料方面是世界领先者。豪瑞公司在这个领域为华新提供了技术和商业上的强有力的支持。

We have a number of pilot projects to dispose of hazardous waste. For example, in Hubei we have been cooperating with the department of agriculture to test the feasibility of safe reprocessing of pesticide waste. This is part of a China-Germany project.
我们还有许多处理危险废物的试点项目。比如在湖北，我们与农业部门合作对安全处置农药废弃物的可行性进行了测试。这是中德合作项目的一部分。

In addition to sustainable development, a second important aspect of Huaxin’s CSR work is serving society. We believe that every enterprise benefits from society’s support and it is our duty to reciprocate by contribution to society. In 2007 our charitable donations were more than 6 million RMB.
除了可持续发展，华新CSR工作第二个重要方面是服务社会。我们相信每个企业都从社会得到支持，而回报社会则是我们的职责。2007年华新的慈善捐助总额超过600万人民币。

Huaxin supports local economic development as an integral part of the company’s development process. Many of our plants are located in undeveloped areas. When we invest in a new plant, we also consider how we can assist the local economy to develop.
华新把支持地方经济发展当作公司发展不可缺少的一部分。我们许多工厂坐落在发展欠发达地区。当我们投资一个新厂，我们同样考虑如何能帮助当地经济发展。

The first contribution is to employ local people. We have a strict policy to fill all positions with local people except for those which require special skills not available in the area. In some locations we have set up a factory to produce cement bags. This is a labour intensive, low skilled process that allows us to employ a large number of local people. We also encourage development of local businesses and supplier.
第一个做贡献的方法是雇佣当地居民为员工。这方面我们有严格的政策，除了那些当地地没有的特殊技术员工，我们都会在当地招聘员工填补职位。在一些地方我们有生产水泥包装袋企业，这属于劳动密集型，低技术要求型企业。因此我们可以在当地为大量居民提供就业机会。我们同样鼓励发展本地业务和供应商。

The second major contribution is in providing local infrastructure such as roads. We also contribute to local development indirectly through the tax revenues that we generate for the local government and by acting as an engine for local development.
第二个主要贡献方法是积极支持当地基础设施建设，比如修建公路。我们还直接向当地政府创造税收，成为当地发展的引擎。

In addition we make donations to assist orphans, disabled people and other in need. These donations are not only directed at the communities where we operate but also disaster relief in other parts of China. 
此外，我们还捐助孤儿、残疾人以及其他需要帮助的人。捐助不仅仅局限于我们运营的当地社区，还包括中国其他任何受灾的地区。

To conclude, I would like to return to the topic I started with.
最后，我想再谈谈开头的话题。

The terrible earthquake in Sichuan this month touched all our hearts. As soon as we understood the size of the tragedy, both the company and our employees generously donated money to the earthquake relief. Our partner, Holcim, also matched Huaxin’s donation. Altogether we were able to donate 3.46 million RMB.
四川这个月遭受灾难牵动着我们每一个人的心。得知这个灾难发生的消息后，公司和员工都慷慨解囊，为地震灾区赈灾。我们的合作伙伴，豪瑞公司捐出了与华新同样的金额。我们总共捐款346万元人民币。

Charitable donations are an important part of our CSR work, but our responsibility to society goes much further than this. In planning the company’s development and in supporting the country’s development we must both help the needy people today and preserve the earth and the environment for our children.
慈善捐款是CSR工作的重要部分，但我们的社会责任不仅仅是这些。在制定公司发展的蓝图和支持国家发展实践中，我们必须尽力帮助今天需要的帮助的人，并为了子孙后代的生存，保护我们的地球和自然环境。
